Nineteen of Medvedev's 21 victories have been achieved on hard courts
A comeback Medvedev claimed his maiden title for over two years with success over Frenchman Moutet in the tournament title decider.
The Russian, a ex- top-ranked player, has endured a difficult year, managing just a single victory at the Grand Slams and experiencing a setback at the New York tournament.
The player's unpredictability on the professional circuit - and issues with his serving in particular - resulted in him dropping out of the top ten and finally parting ways with long-term coach Gilles Cervara.
Currently collaborating with Johansson and Goetzke, Medvedev has steadily advanced in the last few weeks - culminating in a hard-fought competitive win over challenger Moutet.
This represents his first trophy following the 2023 Rome Masters and initial on a hard court since March of the previous year.
The win also means Medvedev has achieved 21 victories at twenty-one distinct tournaments.
"For the first time I am participating in a competition with my two daughters at once, so to get a trophy is really nice," commented ranked player Daniil Medvedev.
"This title is in tribute of my child my daughter, because the initial championship I got when my older daughter Alisa was delivered was for her."
Medvedev, the 2021 US Open champion, had been defeated in his past six finals, featuring in Halle previously this season.
His retrieving approach and regular outbursts on the tennis court had caused commentators to question if his skill to perform at the top level was over.
But the player has altered his approach in the last few weeks, making an effort to come to the net and perform assertively, backed up by an improved serving game.
Medvedev recovered from a break down in the initial set against the tricky Frenchman, securing 4 of the concluding five points to take the lead.
The pair traded breaks in the following set before the Frenchman, bidding for his first tour victory, seized the initiative to create a final set.
The opponent defended four early-game chances in a competitive final set before the Russian secured a break to 15 to close out the victory.
Fittingly, Medvedev earned the win with a shot at the front of the court, with Moutet failing to control a return after a lengthy match.
