An individual who contaminated treats with tranquilliser and gave them to youngsters at a summer camp in the area has pleaded guilty to sexual offenses against two children who were nine and ten years old.
The defendant was detained after eight youngsters and one adult experienced illness at Stathern Lodge in July.
The senior citizen, from that region, admitted guilt to a multiple criminal counts when he was present at Leicester Crown Court on Friday.
However, he denied one of the sexual offences he was charged with, which was concerning a young boy.
Ruben was kept in jail before a further hearing on late November.
'Candy game'
Mary Prior KC, handling the case, described the defendant's actions to the court.
She explained his targets were children from difficult backgrounds who were staying at a summer program which he operated.
The man played a "sweet game" with the youngsters, the legal counsel explained, in which he would go into the children's bedrooms when they were preparing to sleep and ask them to eat sweets "as quickly as they can".
She told the court Ruben had conducted this practice with the young males "repeatedly", and minors had previously become sick the subsequent day.
She said the defendant had been able to explain this repeatedly as the children being "overwrought by enjoyment", until his stepchild had concerns in recently.
The legal representative continued: "In the summer" his stepchild had concerns about the activities, for good reason.
"They decided to examine in the individual's items."
The prosecutor said materials including infant oil, petroleum jelly and syringes were found, and his stepchild contacted the law enforcement about his suspicions.
She explained Ruben proceeded to engage in the "sweet game" with six children that night - July 26th - and they were all ill the following morning.
"Authorities" had not responded by that stage," she continued.
The regulatory agency, the investigative body, had stated that it was reviewing law enforcement's management of the incident.
Mrs Prior said the youngsters were struggling to walk due to their sickness, so the stepson notified the police once more.
She stated the defendant then engaged in the "candy game" in a room of five children.
